The Konohana Western Waterfront Greenbelt Area has established the Konohana Western Waterfront Greenbelt Area — Waterside Revitalization Council, bringing together nearby businesses, organizations, and local residents to leverage the area’s visitor‑attraction potential. Working collaboratively, the council is undertaking a range of initiatives to enhance the waterside space and revitalize boat transport and other activities to create vibrant attractions. These urban development efforts are linked to EXPO 2025 Osaka, Kansai and the formation of international tourism hubs, contributing to the region’s sustainable revitalization. By introducing private‑sector dynamism, the project aims to benefit the entire Konohana coastal area and, more broadly, contribute to tourism and regional revitalization across Osaka.
The Konohana Western Waterfront Greenbelt Area, adjacent to Universal Studios Japan and thus a high‑draw area, formed the Konohana Western Waterfront Greenbelt Area — Waterside Revitalization Council in 2021 to pursue waterside activation and regional revitalization. Under the mayor’s direction, relevant organizations and the local community have collaborated and are preparing measures such as easing regulations in river zones.
The council conducted a current‑state analysis and developed a “Waterside Revitalization Plan.” Following designation as a special zone by Osaka Prefecture, operators were selected through an open call to promote development of waterside promenades, revitalization of boat transport, and community‑linked urban development. The council also focuses on safety, scenery preservation, and improved access.
Aiming to realize the plan through private‑sector participation, the council’s members will collaborate in 2025—the Expo year—to hold the area’s first event, “Food, Art, and Experiences by the Waterfront.” The program will feature children’s art displays, food trucks, and activities staged by local organizations. Leveraging the site’s proximity to Sakurajima Station, a key access point to the Expo venue, the event will promote lively connections between the Expo and the local area.
